First Release of the Custom Scenery TerraGear patchsets

The World Custom Scenery Project today released its first incarnation of its patchsets for the TerraGear tool package. The patches include fixes and extensions made by the World Custom Scenery Project team which were not yet accepted into the mainline TerraGear project.
